Use firefox.

It has a download manager inbuilt which will work with files from rapidshare

I keep getting an error message saying I am not allowed to perform operation and to grant permission please contact system administrator or use the .NET Framework Tool which I have installed.

Does your windows XP account have administrative rights? If not, log on to one that does, edit your own account, make it an administrator of the computer, log back on to yours, and try again.
